America Warns About the Expanding nuclear capabilities in Pyongyang

Duarte and Cotta-Ramusino note that besides pursuing the modernization of all the elements of the Triad (strategic bombers, ICBM, SLBM), the NPR foresees projects to develop new types of nuclear weapons tailored to different adversaries and scenarios, and "flexible" enough to respond to a variety of current threats. They have said that to change the strategy now makes the use of nuclear weapons more likely, especially against smaller nuclear armed states like the DPRK.

Blair suggested the US and its allies "raise its readiness level so the North Koreans know that if they escalate the confrontation, they risk starting a war they know they will lose".

The Trump administration's NPR represents a substantial revision to that released in 2010 by the administration of then-President Barack Obama, who appealed for a world without nuclear weapons.

"U.S. officials including the defense secretary and the Central Intelligence Agency director repeatedly talked about DPRK nuclear and missile threat to justify their argument for a military option and a new concept of a so-called "bloody nose", a limited pre-emptive strike on the DPRK is under consideration within the USA administration", Ju said.

Since coming to power, the Trump administration has been deliberating over whether to carry out preventive strikes to degrade Pyongyang's ability to sprint to the finish line of acquiring a deployable ICBM that can hit the continental United States with a nuclear payload. "Given that North Korea would not easily give up its nuclear weapons program, I think the U.S. is seeking to continue its sanctions regime and put external pressure on North Korea to trigger democracy from within", he said.

What position will the US take as tensions on the global stage heat up?

The worry is that the Trump administration's NPR could drive a global expansion in nuclear armament.

The expansion of the role of nuclear weapons risks triggering another round of the nuclear arms race, dramatically increases the risks of their use, and makes the road to a nuclear weapons free world even more hard, the statement adds.

North Korea accused the United States of planning to launch a "bloody nose" military strike against the country while promoting the threat of Pyongyang's nuclear weapons - much like it did before invading Iraq.

It called on the United States to "abandon a Cold War mentality" and attend to its own nuclear disarmament program.

The address was partially overshadowed, however, by the news that the White House had withdrawn the candidacy of the expected USA ambassador to South Korea, academic Victor Cha.

This new nuclear "posture" from Washington is the first in eight years, and is being criticized in Moscow and Beijing. The initial report said $1.2 trillion would be needed to upgrade and modernize America's nuclear arsenal. Now is the time for the U.S., Russian Federation and China to take honest steps toward nuclear arms reduction.
